Because of Guernsey’s small size, population growth is controlled through legislation. In order to work in Guernsey, you first need to obtain a licence from the Housing Department. These are granted automatically to those who have local residency qualifications, or who live in the Open Market. Otherwise they are discretionary and are valid for a specified number of years only.

There are three types of licence: essential, temporary and short term. Essential licences range in length from 1 to 15 years and are only granted to those people who are deemed essential to the community. Temporary licences last up to nine months and short term licences up to three years. Both are geared towards the tourism and
horticulture industries.

Once you have a housing licence, you will be granted a Right to Work Document, allowing you to be employed on the island.
